fix(mcp) : allow unauthenticated GET on /_mcp for SSE streaming

Claude Code MCP HTTP client sends GET SSE requests without the Authorization header, breaking the streamable HTTP transport. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
