feat : étape 2/5 - endpoint POST /bovines/sync-inventory

- Appelle BovinApiInterface::getInventory() puis upsert local par nationalNumber
- Marque exitedAt sur les bovins absents de la réponse EDNOTIF
- Retourne les stats { created, updated, exited, total }
- Admin only
